Airside Vehicle Operation
Need to drive airside for your job?
You need an Airside Vehicle Operator Permit (AVOP).
Airside Vehicle Operator Permits (AVOP) are issued by the Region of Waterloo International Airport and can be obtained through the Pass Office during regular office hours. Any person driving a vehicle in airside areas must be in possession of an AVOP.
Applicants must be in possession of a full G or G2 licence and hold a valid RAIC or other approved Document of Entitlement before applying for an AVOP. To qualify for an AVOP an applicant must successfully complete both a written test and for a D license a practical test.
Note: AVOP applicants must prove both a need and right to drive airside.
How to obtain an AVOP
1. Determine which type of AVOP you need. |
AVOP Types
Non-refundable fee for issuing a new, replacement or renewed AVOP is $100+HST. Note: D requires a Restricted Operator's Certificate - Aeronautical. Please contact the Waterloo Wellington Flight Centre at 519-648-2213 to write the test. |
2. Complete the AVOP application. |
Complete your Airside Vehicle Operator (AVOP) Application. Supporting documents:
Drop off the application and supporting documents at the Information desk, or scan and email Pass Control. |
3. Complete the AVOP, Security Awareness, and YKF Incursion Awareness Training. |

4. Contact Pass Control to book an AVOP practical exam (Required for D). |

Airside Vehicle Identification Permit (AVIP)
All vehicles operating on airside areas must have an Airside Vehicle Identification Permit. AVIPs can be obtained through the Pass Office during regular office hours.
Vehicles must be properly equipped with a beacon and/or radio and will be subject to an inspection process to ensure operational requirements are met before a permit is issued.
Inspection appointments may be scheduled by contacting the Pass Office.
